Unburdened Horde
New zone of discussion specifically on the Unburdened Horde
Alex's Mental Notes:
1-Thinking of remaking the Members into Tributaries to signify a more subordinate role
2-Thinking of having Zhardan's unification be more martial and militaristic. Forcing people to follow him and then making it worth their while, so it doesn't all fall apart in ten minutes.
3-Zhardan makes a point of defeating the Stellar Reavers and Priests of the Primordial, but doesn't wipe them out and builds them back up again to utilize their specific toolsets.
4-The Unburdened Horde does not start with the Council of Warlords being the ruling body, they are more of an advisory council to Zhardan before his death. After his death, the Council takes over and the position of Warmaster becomes an attainable title by any member of the Horde(Including Council Members). Not sure how I feel about this one.
5-Unburdened Horde has a special relationship between Humans and Astartes. What is it? I don't know. Would like suggestions.

On note 2:
Adding martial skills as well would help. But if its changing it completely to omit the other aspects, it seems a bit flat. Presumably any strong chaos champion could use strength alone. Using strength and wits is where great leaders are born.
on note 4:
I think there is a better/catchier name (Council of 8 for chaos, or 9 for each legion who stood by Hektor?)
Otherwise this works. Although it would seem prudent that a leader can't sit on the council (which presumably has powers besides advising someone) and be Warmaster Elect at the same time.
on 5:
I kind of like the idea that the UH isn't best buds with humans, but isn't an enemy either. More indifferent, while slightly looking down on them for not being Astartes. Think like the Spartans in 300 treat the Athenians who fight with them. They'll welcome them, but they don't see their value as equal.
Do the Traitor legions still have legion serfs?
I presume so, its just never really mentioned. But they could be a feudal alternative to legion serfs too.
Like literal historcial serfs, to the Astartes 'local lord'.
Doing their menial labour and fighting with them when required/demanded.
Alternatively, building on the first point of being indifferent, the UH just see human groups as another faction to ally with or oppose.

1. Subordinate to who? The leader of the group/groups?
2. Raw power is the key to survival in the Warp. Even Tzeentch follows this rule. But that alone is not sufficient to maintain control, how far are you going to take the martial theme?
3. Interesting. No other comments at this time.
4. It sounds like a chaos form of the Highlords of Terra and could quickly become an HU (hektor universe) version of the Council of 13. I am not opposed to this, however it is important to maintain the distinct flavor of chaos space marines and not simply turn them into power armored rat men.
5. I would think it depends on what the majority of the Horde's membership consists of. If the CT form the basis (due to geneseed, and potentially membership) then it is possible an early precedent will be set that humans which prove themselves are worthy of respect. So, essentially it is dependent on who is used to create the legion's early foundation and how the Council changes things when they take control.
