Only concern is the 150 years bit, because I think E conquered faster than that. You could do something similar by saying they've been besieged by one warlord after another for a century and a half and treated the Emperor as just one more wannabe.

Also, don't forget the Old Hundred and the Thunder Warriors.

An area of Terra mentioned in Imperial records as holding out against full Unification for some considerable time; while tacitly recognizing the Emperor's dominance, the ruling monarchy of Boeotia used all manner of diplomacy in order to avoid losing power. In a show of great patience and benevolence, the Emperor allowed the ruling family of Boeotia - the Yeselti - to carry on like this for over 150 years, with the intention that they would integrate themselves into unified Imperial Terra at their own speed and with as much dignity as possible.

I changed the events of how it fell, simply because I don't think that the IR would just blow the whole fucker up, nor do I think Hektor would send them if that's what he wanted. They would have been sent in to hijack the holdings while making a statement to the other Lords of "If you fuck with us, we will end you, and still add your holdings to our own."
